Deutsche Telekom partners with Motorola Solutions on priority broadband service for emergency response

Deutsche Telekom has announced a new partnership with Motorola Solutions to develop advanced broadband communication services for public safety organizations in Germany. The agreement aims to provide police, fire departments, and emergency services with prioritized access to operational data, including video and images, through the use of MCX (mission-critical services) technology and network slicing on Deutsche Telekom’s LTE and 5G networks.

The new solution is designed to give first responders priority within Deutsche Telekom’s mobile network. By using MCX broadband services based on Motorola Solutions’ technology along with network slicing, the system ensures that critical voice and data communications are transmitted efficiently during emergencies. This collaboration expands Deutsche Telekom’s portfolio for German public safety organizations.

At the same time, we reserve capacity in the mobile network for emergency responders using network slicing. Together with our customers, we are continuously developing technology to better support emergency responders.”

MCX enables real-time exchange of voice (Push-to-Talk), data, and video (Push-to-Video), supporting secure and high-availability communications across 5G/LTE devices such as smartphones and radios. This interoperability allows different emergency services—police, fire departments, rescue teams—to coordinate more effectively.

Network slicing technology is used to reserve dedicated bandwidth for first responders during emergencies—even when mobile networks face heavy traffic from general users—ensuring reliable communication channels remain open for those responding to incidents. The company tested this approach with the Federal Police and demonstrated it at the 2024 Mobile World Congress in Barcelona; it was also used successfully during last year’s European Football Championship.

Deutsche Telekom continues its role as a digitalization partner for public safety agencies nationally and internationally by providing radio systems such as TETRA for federal and state governments. Around 150,000 police officers use solutions provided by Deutsche Telekom—including command-and-control systems—and regions like Thuringia will soon implement an operations control system from T-Systems. The company also supports law enforcement efforts in drone detection.

Independent tests by several publications have recognized Deutsche Telekom’s mobile network as one of Germany’s best in both LTE and 5G coverage in 2024—with more than 36,000 sites providing LTE coverage for over 99% of residents nationwide while over 98% have access to 5G service. On fast frequencies such as 3.6 GHz banding more than 15,000 antennas serve over a thousand cities enabling download speeds up to one gigabit per second.
